13834 LCol Jeff Barr will retire on 11 June 2015 after more than 36 years of loyal service in the Canadian Armed Forces (CAF), and 32 years of proud service in the Royal Canadian Armoured Corps and in his Regiment, the Royal Canadian Dragoons (RCD). His Depart with Dignity (DWD) luncheon 1230-1330h and DWD Ceremony 1345-1430h will be held on Friday, 5 June 2015, at the Fort Frontenac Officers’ Mess at 317 Ontario Street, Kingston, ON. The cost of the lunch will not exceed 20 dollars and the dress for the DWD is the military dress of the day or civilian summer casual (collared shirt with no jeans or shorts for men and the equivalent for ladies). LCol Barr comes from a proud military family. His father and all of his three siblings served as very accomplished officers in the CAF. His father-in-law was the senior Lutheran chaplain in the Forces and his brothers-in-law where both very distinguished officers in the Air Force and the Navy. LCol Barr grew up as a base brat and his personal association with the CAF started in 1976 with Army Cadets. He rose in rank to be a Cadet Major and the commanding officer of his school’s cadet corps while attending Rothesay Collegiate School in NB. He joined the CAF on 1 June 1979 and attended the Royal Military College of Canada (RMC) in Kingston, where he played some varsity hockey and rugby and graduated in 1983. Later that year, he joined the RCD in Lahr, Germany. Throughout his career as an armoured officer, he had the distinct privilege to command RCD troops on the LEOPARD C-1 tank, the LYNX reconnaissance (recce) vehicle and, as a squadron commander in 1997-1999, on the brand new COYOTE recce vehicle. LCol Barr also had the privilege of commanding troops during several domestic operations and on United Nations operations as a military observer team leader in Bosnia during the war in 1995. Following the Dayton Accord and peace, in 1996 he stayed on in Bosnia with NATO’s IFOR to serve as the senior liaison officer in 2 Canadian Multinational Brigade Group.
LCol Barr’s career has seen him travel throughout Canada, USA, Europe, The Former Yugoslavia, Australia, Afghanistan, Israel and the Palestinian Authority. LCol Barr is a qualified Combat Team Commander, Armoured Gunnery Instructor, COYOTE crew commander and surveillance operator, Airborne Battle Group Paratrooper, and Mountain Rappel-master. He is also a graduate of both the Land Command and Staff College and the CAF Joint Command and Staff College. He has spent his last decade of service in the Kingston area employed in several key senior staff officer positions. He was the J3 of the Canadian Joint Headquarters in 2004; he was the Chief of the Operational Training Section at the Directorate of Army Training in 2005-2010; and he was the Director of the Army Lessons Learned Centre in 2010-2013. During this Kingston period, he was the recipient of an Army Commander’s Commendation, a Commander Land Force Doctrine and Training System Commendation, and a Commander 1 Canadian Air Division Commendation. In 2013-2014, LCol Barr was deployed to Jerusalem on Operation PROTEUS as served as a Program Manager and as the Senior Liaison Officer to the Palestinian Authority Security Forces. He finished up his career in 2014-2015 as a member of the Canadian Manoeuvre Training Centre’s Detachment Kingston.
LCol Barr was an avid sportsman throughout his military career and played on many regimental hockey and soccer teams. He was a member of CFB Gagetown Tankards “RV 82 Army Champion” Rugby Team and played for three years on the City of Chilliwack Men’s Rugby Team. As a member of various base hockey and base old-timer hockey teams, he attended nine different Regionals.
LCol Barr and Dawn, his lovely and extremely supportive wife of almost 30 years, will remain in the Kingston area for the foreseeable future. They are fiercely proud of their four children. Dana has recently graduated from Guelph university and Kara will be attending Wilfred Laurier this autumn. They are particularly pleased that their two boys have also decided to serve their country. Sub-Lt Alex Barr is currently on HMCS WINNIPEG, which is preparing to deploy on operations, and NCdt Mitchell Barr has just completed his First Year of Engineering at RMC Kingston.

Le Lcol Barr s’enrôle dans les FAC en 1979. Il fait ses études au Collège militaire royal du Canada à Kingston, Ontario, où il obtient un baccalauréat ès arts en études militaires et stratégiques. En 1983, il devient officier du Corps blindé royal canadien et entre au Royal Canadian Dragoons (RCD), basé à Lahr, en Allemagne. Tout au long de sa carrière, il a eu le privilège de commande des troupes RCD de char Léopard C-1 et autres véhicules blindés de reconnaissance comme Lynx et Coyote. De 1997 à 1999, il est nommé commandant de l’Escadron de reconnaissance. En tant que premier commandant d’escadron de Coyote au 2e Groupe-brigade mécanisé du Canada, il supervise l’implantation du véhicule (Coyote) et son emploi tactique. Aussi le Lcol Barr a eu le privilège de commander des troupes durant des opérations nationales et des opérations de l’ONU. En 1995 pendant la guerre , il est muté à la Force de protection des Nations Unies (FORPRONU) en Bosnie, en qualité d’Observateur militaire des Nations Unies. Il sert ensuite dans l’enclave de Bihac en tant que chef des équipes d’observateurs militaires de Bihac et de Sanski Most et à titre d’officier des opérations du secteur. En 1996, après la signature de l’Accord de paix de Dayton, il demeure en Bosnie pour une autre période de service dans le cadre du mandat de la Force de mise en œuvre (IFOR) de l’OTAN, au QG de la 2e Brigade multinationale canadienne, d’abord en tant qu’officier de liaison auprès du 5e Corps (Armée de Bosnie-Herzégovine), puis comme officier de liaison supérieur du groupe-brigade.
Lcol Barr a servi au Canada, en États Unis, en Europe, en ex-Yougoslavie, en Australie, en Afghanistan, en Israël et l’Autorité Palestinien. Le Lcol Barr est un commandant d’équipe de combat, un instructeur de l’artillerie blindée, une parachutiste militaire, etc., etc.. Et il a suit le Cours de commandement et d’état-major de l’Armée de terre et le Cours de commandement et d’état-major interarmées au Collège des FC à Toronto. Pendant à titre d’officier d’état-major à Kingston: de 2004 à 2005, il est envoyé au QG interarmées des FC à Kingston à titre de J3; de 2005 à 2010, il se voit de nouveau confier un poste au QG du Système de la doctrine et de l’instruction de la Force terrestre (SDIFT) à Kingston, pour mettre sur pied la Section d’entraînement opérationnel (SEO) à la Direction de l’instruction de l’Armée de terre. En tant que chef de la SEO, il est responsable du programme et de la planification de l’instruction au niveau de préparation élevé de l’Armée pour l’Afghanistan ainsi que de toutes les autres grandes activités d’instruction collective. Pour ses efforts, sa section se verra décerner une Mention élogieuse du commandant de la 1re Division aérienne du Canada, et lui-même recevra une Mention élogieuse du Chef d’état-major de l’Armée de terre; et de 2010 à 2013, il est le directeur du Centre des leçons retenues de l’Armée, au QG SDIFT Kingston et lui-même recevra une Mention élogieuse du Chef d’état-major de SQIFT. De 2013 à 2014, Lcol Barr a servi en Israël et l’Autorité Palestinien sur opération PROTEUS comme officier de liaison supérieur des force de sécurité Palestinien. De 2014 à 2015, il a servi avec le détachement de Kingston de CCEM.
Pendant sa carrière, le Lcol Barr est un passionné de sports comme hockey, soccer et rugby.
Le Lcol Barr et Dawn, son épouse depuis presque 30 années, demeureront dans la région de Kingston. Sa charmante épouse, Dawn, lui est d’un grand soutien, et le couple a quatre merveilleux enfants qui font la fierté de leurs parents.
