“On 5 November 2024 I was in Ottawa to receive the Meritorious Service Cross from Her Excellency the Governor General. The citation reads, ‘Since arriving in Ukraine in August 2019, Colonel Foster rose to every challenge and earned a reputation as an extraordinarily effective, influential and trusted defence attaché. With an international impact spanning from the tactical to the strategic, he demonstrated absolute calm, clarity of mission and purpose, personal leadership and consummate teamwork in the thick of several crises, including the outbreak of war in 2022. A Tapestry of Liberation: The Canadian CF-18 Triumph in Kosovo- Billie Flynn (RMC 1981) and Mike Ward (RMC 1980)
I have spent some time reflecting on the CF-18 operations during NATO’s Operation Allied Force 25 years ago. I never meant to be a historian but since no one else wanted to write about it, and I knew the efforts of our men and women warranted putting it on paper, I decided to take this on. Even during the RCAF’s Centennial year of celebration, the 25-year anniversary of the Balkan Rats and the Canadian Task Force Aviano went unnoticed. I suspect that the RCAF’s Public Affairs people and historians were too busy putting together the many other tales of the Air Force and didn’t have the capacity to tell the Kosovo story. As Canadians, we must do a better job of documenting and celebrating the complex, often unsung contributions of Canadian military personnel in challenging operational environments.

She received a standing ovation from the audience of defense and national security officials at the forum.

Piper Rick Hearn RRMC RMC 1982 plays Lament, Flowers of the Forest at the Blood Red Memorial Flagpole in Britannia Park, Ottawa during the Bay Ward Remembrance Day Ceremony
Piper Rick Hearn plays Lament, Flowers of the Forest at the Blood Red Memorial Flagpole in Britannia Park, Ottawa during the Bay Ward Remembrance Day Ceremony. He joined the Canadian Navy right out of high school and attended Royal Roads Military College in Victoria for basic engineering then two years at the Royal Military College of Canada. Rick Hearn was hooked on Scottish music at about age 10. It was while in first year university when Rick Hearn jumped at the opportunity when one of the new recruits, a piper, offered to teach some and start a pipe band. Once he could play solo, ships’ captains had him play coming into foreign ports even adding me to the ship’s broadcast – “Special Sea Duty Party, Anchor Party Close Up, Piper Close Up on top Forward Gun Mount”. Best experience was playing in a massed pipe band for the 2009 Homecoming (similar to the Tattoo) in Edinburgh Castle.
A huge congratulations to Joe Morin with whom I had the pleasure working as part of the RMC Foundation Board of Directors
