“I am very pleased to announce the appointment of Marc Ouellet to the board of directors of Defence Construction Canada for a term of four years,” Minister Paradis stated. “With his extensive experience in the Canadian Forces, Mr. Ouellet will be a tremendous asset to the organization.”
A retired Canadian Forces senior officer, Mr. Ouellet is a consultant with Cirrus Research Associates Inc., providing advice to the government and the defence sector particularly in the areas of strategic analysis, operational leadership and aerospace mission systems. Over a 32-year career in the Air Force, he held seven command appointments and since 2006 he has been an associate faculty member of the Centre for Civil-Military Relations in Monterey, California. A graduate of the Royal Military College of Canada, the Canadian Forces Command and Staff College, and the U.S. Air Force Air War College, Mr. Ouellet maintains his Air Transport Pilot Licence and continues to fly as a Class II aerobatic flight instructor. 10218 Colonel Paul F Crober CD (RRMC RMC 1974) is ACOS for JTFG. This is as planned when he started in 2006 as the only “Games” staffer on the West Coast for the newly-formed Joint Task Force Pacific. He was Regional Director for what is now Public Safety Canada when the Comd JTFP asked him to start the “Olympic” planning cadre and work with the lead agency (RCMP).

He was accepted to Royal Roads Military College and graduated from Royal Military College in 1974. He then spent the next 23 years in the Canadian Forces, transferring to the Reserves in 1997. His last of 14 postings in the Regular Force was as Chief of Staff for British Columbia District (now 39 Canadian Brigade Group) at the Jericho Garrison in Vancouver, which is responsible for all army reserve units in BC. Upon leaving the Regular Force in 1997 as a Lieutenant Colonel, he joined a property management firm in Victoria and shortly thereafter was hired by the BC Provincial Emergency Program (PEP) as the Training Officer and emergency management analyst for hazardous materials, nuclear radiation and terrorism. He also acted as Chief Operations Officer for the Provincial Emergency Coordination Centre (PECC) for all operations. As of 2002, he became the Regional Director (BC/Yukon) of what is now known as Public Safety Canada. In the Reserve Component, on 23 March 2000, he was appointed Commander 39 CBG – “The Army in BC.” This command was completed in September 2002 after which he worked on special projects for Chief of Land Staff.
As of 1 April 2006, he accepted a full-time appointment at Joint Task Force Pacific HQ as the 2010 Games Planning Officer. When Joint Task Force Games was created in April 2007, he was appointed as Chief of Staff, handing over that position to a Regular Force colonel in September 2007 as planned and reverting to Assistant Chief of Staff. He is a graduate of RRMC, RMC (1974), Canadian Forces Staff School (1979), Canadian Land Forces Command and Staff College (1981) and Canadian Forces Command and Staff College (1987).

13134 Colonel William (Bill) J Lewis OMM, CD (RMC 1981) is Strategic Joint Staff Coordination (Operations Requirements) in Ottawa. He is an Aerospace Engineer who has held varied operational, staff, and academic positions. He graduated from the Royal Military College of Canada (RMC) with a Bachelor of Chemical Engineering in 1981, He completed a Master of Business Administration degree at the University of Manitoba. He completed a Master of Nuclear Engineering degree at RMC. After graduation, Colonel Lewis remained at RMC as a member of the Academic Faculty in the Department of Chemistry and Chemical Engineering for the next three years. During these three years, he also completed a Bachelor and a Master of Education degrees from Queen’s University. Colonel Lewis was then posted in 1991 to the Aerospace Maintenance Development Unit at Trenton, while at the same time becoming the first military adjunct professor at RMC, and has remained an adjunct professor for the past 17 years. While at AMDU, Colonel Lewis completed his PhD in Nuclear Engineering. He received the Order of Military Merit in 1998. Colonel Lewis completed the Command and Staff Course 29, and a Master of Defence Studies degree from RMC. In July 2007, he was posted to the Canadian Forces Aerospace Warfare Centre responsible for Doctrine Development.

14415 Colonel Richard NH Dickson (RMC 1984) is Deputy Chief of Staff for Governance, Reconstruction and Development in Regional Command South (RC(S)) HQ in Afghanistan. He graduated from the Royal Military College of Canada in 1984 with a bachelor’s degree in Mechanical Engineering, and was commissioned in the Canadian Military Engineers.
He is also a graduate of the Canadian Land Forces Command and Staff Course, the US Army Command and General Staff Course, and the US Army School of Advanced Military Studies (SAMS). Lieutenant-Colonel
