RMC 2015 Fall Convocation

The Royal Military College of Canada Fall Convocation was held Friday 20 November. It was the 104th Convocation in the 139 year history of the college.
The ceremony took place at Currie Hall. A location steeped in history, built in 1921, named on behalf of Sir Arthur Currie, with symbols and painting that tell the story of the Canadian contributions in the First World War; it is a venue that has served to educate and inspire many.
The President and Chancellor, The Honorable Harjit Singh Sajjan was unable to be in attendance as he was in Halifax for a high level international security conference. Taking his place and performing the official duties for his first time was the Commandant and vice-chancellor Brigadier-General Sean G. Friday.

This Convocation featured RMCC granting Honorary Lieutenant-General Richard Heath Rohmer – a Doctorate of Military Science, Honoris Causa. (see bio below). The 91 year old World War Two veteran gave an inspiring and uplifting address to a very attentive graduating class of 2015
A total of 59 students received degrees. One PhD; 33 Masters and 25 Bachelors. In addition four special awards were presented.
Names and details of all the recipients are listed near the end of this article.
RMCC principal, Dr Harry Kowal made a point of recognizing those close to the students receiving a Degree.
“I would like to recognize family and friends. I want you to know that the support you have provided our graduates has had a profound effect on their accomplishment. Whether it was being there to listen when things weren’t going particularly well or for the times you applauded, encouraged and celebrated their performance, there is no doubt that you have made a difference.”
The retired BGen speaking directly to the students added, “As many of you are in uniform and, by virtue of your attendance here, all of you are connected in some way or another to the Defence Team, I think it appropriate to reflect on the events over the past week in France and indeed around the world. Of course, our thoughts and prayers are with those who lost their lives as well as the families, friends and all those who were impacted by these senseless acts of violence. It is clear though that we continue to live in unpredictable times with global and personal security always a concern.”

Richard Heath Rohmer, Honorary Lieutenant General – Born January 24, 1924, LGen Richard Heath Rohmer is a Canadian aviator, lawyer, adviser, author and historian. LGen Rohmer was born in Hamilton, Ontario, and spent some of his early youth in Pasadena, California, as well as in western Ontario at Windsor and Fort Erie. The Peterborough Examiner’s lead editorial of 14 January 2009 describes Rohmer as “one of Canada’s most colourful figures of the past half-century.” LGen Rohmer is the Honorary Advisor to the Chief of the Defence Staff of the Canadian Armed Forces. He is the Advisor to the Minister of Veterans Affairs for the organization and conduct of Canada’s celebration of the 70th Anniversary of D-Day celebrations in Normandy in June 2014 and the 70th Anniversary of the Liberation of Holland in May of 2015. He is the senior Canadian Veteran of D-Day, the Battle of Normandy and the Liberation of Holland.
He worked briefly at Fleet Aerospace before joining in 1942 on his 18th birthday the Royal Canadian Air Force (RCAF). In Europe in 1943/44, as a reconnaissance pilot flying North American Mustang fighters, he completed a 135 mission Tour of Operations at the end of November 1944 in Holland. On July 17th, 1944, he had spotted a fast moving staff car, usually used to carry German officers. In this case, the German officer being carried was Field Marshal Erwin Rommel. LGen Rohmer reported the car’s location to Group Control Centre, which sent in a Spitfire flown by a pilot who strafed the target and seriously wounded Rommel. LGen Rohmer took part in D-Day and the Battles of Normandy, Belgium and Holland. He is the Senior Canadian Veteran of all of those Battles. In 1950 he returned to the RCAF (Reserve), flying Vampire jets and commanding 400 Squadron (City of Toronto) and 411 Squadron (County of York). He retired in 1953 as a Wing Commander.
In 1971 he was appointed Honorary Lieutenant-Colonel (and later Honorary Colonel) of 411 Air Reserve Squadron. In April, 1975 he was promoted to Brigadier-General and appointed Senior Air Reserve Advisor. On 1 April 1976, he was appointed Commander of the newly formed Air Reserve Group. On 31 January 1978 he was promoted to the rank of Major-General and appointed Chief of Reserves. He was appointed a Commander of the Order of Military Merit in December, 1978, and left the military in January 1981. On 22 December 2014, MGen (Retd) Rohmer was named Honorary Advisor to the Canadian Armed Forces Chief of the Defence Staff, a position “…created to recognize MGen (Ret’d) Rohmer’s contributions to the Canadian Armed Forces, and the unique advice and guidance that he provides to the Chief of the Defence Staff, drawing from his wealth of experience in service to Canada.”] . In June of 2015, he was named by the CDS and the Minister of Defence as Honorary Lieutenant-General of the Canadian Forces; and on 26 June 2015 he was installed in that post at that rank at a ceremony conducted in the Offices of the CDS by Gen Tom Lawson, the CDS, and the incoming CDS, LGen Jonathan Vance.
LGen Rohmer has a service connection to the Royal Military College of Canada. From 1975 to 1978, he served on the Royal Military Colleges Advisory Board to the Minister of National Defence, and on the sub-committee responsible for Royal Military College Affairs. One of the then contentious questions for the Board was the entry of women cadets, a proposal that LGen Rohmer supported.
As the senior lawyer and member of the Ontario Bar LGen Rohmer is active in a range of legal, veterans’ and corporate activities as well as honorary posts in a number of organizations. He is an active senior member of the Toronto law firm of Rohmer & Fenn with a boutique international and national aviation and commercial litigation practice. Called to the Bar in 1951 and Queen’s Counsel in 1960, he continues to practice. He was chairman of the 60th anniversary of D-Day celebrations that took place in the presence of the Queen at Juno Beach in Normandy on 6 June 2004. As Ministerial Advisor to the Minister of Veterans Affairs he took part in the planning, preparation and execution of the government’s celebration of the 70th Anniversary of D-Day at Juno Beach, France, 6 June 2014, and is similarly engaged in the plans for the in-Holland Canadian celebration of the 70th Anniversary of the Liberation of the Netherlands, 5 May 2015. He is the Senior Canadian Veteran of both of those Battles – Normandy and Holland. He co-chaired the Ontario advisory committee that created the Veterans’ Memorial unveiled 17 September 2006 in front of the provincial legislature at Queen’s Park. He was chair of the Premier’s Ceremonial Advisory Committee (2006-2014) and was a ten-year member of the Advisory Council of the Order of Ontario. He chaired the significant Royal Commission on Book Publishing in 1971/72. He is a premier Canadian author of both fiction and nonfiction, with over thirty books published, including several nonfiction military works, the leading one being, Patton’s Gap, his best-selling analysis of the Falaise Gap mistakes made by top Allied generals in the Battle of Normandy in which LGen Rohmer took part as a reconnaissance fighter pilot.
He is the Senior Honorary Commissioner of the Ontario Provincial Police; the Honorary Chief of Toronto Paramedic Services, patron of the Toronto St. John’s Ambulance (1978–2007), Honorary Fire Chief of Collingwood, Ontario, an Honorary Chief of the Toronto Police Service. In 2012, the Ontario Association of Paramedic Chiefs named LGen Rohmer the first honorary Chief of Paramedics in Ontario. LGen Rohmer became an advisor to John Robarts during his successful campaign to win the leadership of the PC Party of Ontario and, in so doing, became Premier. LGen Rohmer served as Chief of Staff to Premier Robarts from 1963 to 1966. During the height of his law practice he was counsel before several administrative tribunals in the land use and transportation fields. His major Official Plan change success occurred in 1972 when as Counsel for CN and CP Railways and their subsidiaries he appeared before the Ontario Municipal Board in a six-week contested hearing that resulted in the change of the Official Plan for all of the railway use lands around Union Station (Toronto) from Yonge Street to Bathurst Street (185 acres) to a high density mix of residential, commercial, entertainment, hotels, sport centres and other uses including construction of the CN Tower. That Official Plan is the basis for over 43 years of enormous development on the lands – lands then and now worth billions of dollars. It was/is the largest Official Plan change in the history of Canada. He was twice Chancellor of the University of Windsor, serving a total of 13 years. In 1978 he negotiated the donation to the University of Conrad Black’s collection of Duplessis papers in exchange for an honorary degree. He was a charter member of his local (Don Mills) Civitan club, and he served as treasurer of the international organization. His position allowed him to meet U.S. President Dwight D. Eisenhower to present Civitan’s World Citizenship Award.
LGen Rohmer lives with his wife Mary-O in Collingwood, Ontario and practises aviation litigation with the Toronto law firm of Rohmer & Fenn. He has two daughters: Ann Rohmer, a TV personality; and Catherine, a lawyer. He is a licensed pilot.
Richard Heath Rohmer, Honoraire Lieutenant-général – Le lieutenant-général (Lgén) Richard Heath Rohmer est un aviateur, avocat, conseiller, auteur et historien canadien. Né le 24 janvier 1924 à Hamilton, en Ontario, il passe une partie de son enfance à Pasadena, en Californie, ainsi que dans l’Ouest de l’Ontario, à Windsor et à Fort Erie. L’éditorial à la une du numéro du 14 janvier 2009 du Peterborough Examiner décrit Rohmer comme l’un des personnages les plus colorés du Canada des cinquante dernières années. Le Lgén Rohmer est conseiller honoraire du chef d’état-major de la défense (CEMD) des Forces armées canadiennes. Il est également conseiller du ministre d’Anciens combattants Canada pour l’organisation et le déroulement des célébrations canadiennes du 70e anniversaire du jour J en Normandie, en juin 2014, et du 70e anniversaire de la libération de la Hollande, en mai 2015. Il est en outre le doyen des vétérans canadiens du jour J, de la bataille de Normandie et de la libération de la Hollande.
Le Lgén Rohmer travaille brièvement pour Fleet Aerospace avant de s’enrôler en 1942, à son 18e anniversaire, dans l’Aviation royale du Canada (ARC). Envoyé en Europe en 1943-1944, il effectue en Hollande, à la fin novembre 1944, une série de vols opérationnels de 135 missions en tant que pilote de reconnaissance aux commandes de chasseurs Mustang nord-américains. Le 17 juillet 1944, il repère une voiture d’état-major servant habituellement au transport d’officiers allemands. La voiture roule vite, et il se trouve que l’officier à bord du véhicule est le feld-maréchal Erwin Rommel. Le Lgén Rohmer signale l’emplacement de la voiture au Centre de contrôle de groupe, qui envoie immédiatement sur les lieux un Spitfire, dont le pilote parvient à mitrailler l’objectif, blessant Rommel grièvement. Le Lgén Rohmer prend également part au jour J et aux batailles de Normandie, de Belgique et de Hollande. Il est d’ailleurs le doyen des vétérans de ces batailles au Canada. En 1950, il retourne dans l’ARC, en tant que réserviste, aux commandes cette fois de chasseurs Vampire, et à la tête du 400e Escadron (Ville de Toronto) et du 411e Escadron (Comté d’York). Il prend sa retraite en 1953, au grade de lieutenant-colonel d’aviation.
En 1971, il est nommé lieutenant-colonel honoraire (et plus tard colonel honoraire) du 411e Escadron de la Réserve aérienne. En avril 1975, il est promu au grade de brigadier-général et nommé conseiller principal de la Réserve aérienne. Le 1er avril 1976, il est nommé commandant du Groupe de la réserve aérienne, nouvellement constitué. Le 31 janvier 1978, il est promu major-général et nommé chef des Réserves, puis il reçoit le titre de Commandeur de l’Ordre du mérite militaire en décembre de la même année, et il quitte les forces armées en janvier 1981. Le 22 décembre 2014, le Mgén (retraité) Rohmer est nommé conseiller honoraire du CEMD des Forces armées canadiennes, un poste « […] créé pour reconnaître les nombreuses contributions du Mgén (retraité) Rohmer aux Forces armées canadiennes, ainsi que les précieux conseils et recommandations qu’il offre au chef d’état-major de la défense, dérivés de sa vaste expérience au service du Canada ». En juin 2015, le CEMD et le ministre de la Défense nationale lui décernent le grade honorifique de lieutenant-général des Forces armées canadiennes; et le 26 juin 2015, il est intronisé à ce poste et dans ce grade lors d’une cérémonie menée dans les bureaux du CEMD par le général Tom Lawson, CEMD sortant, et le Lgén Jonathan Vance, CEMD entrant.
Le Lgén Rohmer a aussi des liens professionnels avec le Collège militaire royal du Canada. En effet, de 1975 à 1978, il siège au Comité consultatif du Collège militaire royal auprès du ministre de la Défense nationale ainsi qu’au sous-comité responsable des affaires du Collège militaire royal. L’une des questions litigieuses que doit aborder le comité à l’époque est celle de l’enrôlement de femmes élèves officiers, une proposition qui a la faveur du Lgén Rohmer.
En tant qu’avocat principal et membre du Barreau de l’Ontario, le Lgén Rohmer prend part à toute une gamme d’activités dans les domaines du droit, des anciens combattants et des affaires, en plus d’occuper des postes honoraires au sein de diverses organisations. Avocat principal en exercice du cabinet torontois Rohmer & Fenn, il exerce le droit de façon ciblée dans les domaines de l’aviation nationale et internationale et des litiges commerciaux. Reçu au Barreau en 1951 et au conseil de la Reine en 1960, il continue d’exercer le métier aujourd’hui. Le 6 juin 2004, il préside aux célébrations du 60e anniversaire du jour J qui ont lieu en présence de la reine à Juno Beach, en Normandie. De même, en tant que conseiller ministériel auprès du ministre d’Anciens combattants Canada, il prend part à la planification, à la préparation et à la mise en œuvre des célébrations du gouvernement à l’occasion du 70e anniversaire du jour J, encore une fois à Juno Beach, le 6 juin 2014, et participe de façon similaire à la planification des célébrations canadiennes qui ont lieu en Hollande le 5 mai 2015 à l’occasion du 70e anniversaire de la libération des Pays-Bas. Il est le doyen des vétérans canadiens de ces deux batailles – celles de Normandie et de Hollande. Il est de plus coprésident du comité consultatif ontarien chargé de la mise sur pied du Monument commémoratif pour les anciens combattants du Canada, inauguré le 17 septembre 2006 devant l’assemblée législative provinciale à Queen’s Park. Il est en outre président du comité consultatif cérémonial du premier ministre provincial de 2006 à 2014, et membre du conseil consultatif de l’Ordre de l’Ontario pendant dix ans. En 1971-1972, il préside la très-importante Commission royale d’enquête sur le livre. Auteur canadien de premier plan, tant d’œuvres de fiction que d’ouvrages non romanesques, il publie également plus de trente livres, dont plusieurs ouvrages militaires sérieux, le plus notable étant le bestseller Patton’s Gap, une analyse des erreurs commises par les plus grands généraux alliés à la poche de Falaise pendant la bataille de Normandie, à laquelle le Lgén Rohmer a pris part en tant que pilote de chasseur de reconnaissance.
Le Lgén Rohmer est surintendant principal honoraire de la Police provinciale de l’Ontario; chef honoraire du Service médical d’urgence de Toronto; patron de l’Ambulance Saint-Jean de Toronto (de 1978 à 2007); chef honoraire du Service d’incendie de Collingwood, en Ontario; et chef honoraire du Service de police de Toronto. En 2012, l’Association ontarienne des chefs de services paramédicaux fait de lui le premier chef honoraire de services paramédicaux de l’Ontario. Le Lgén Rohmer devient par ailleurs conseiller auprès de M. John Robarts, durant la campagne victorieuse qui mènera celui-ci à la tête du parti progressiste conservateur de l’Ontario et par la même occasion au poste de premier ministre de la province. Le Lgén Rohmer deviendra le chef de cabinet du premier ministre Robarts de 1963 à 1966. Au faîte de sa carrière en droit, le Lgén Rohmer est aussi avocat-conseil devant plusieurs tribunaux administratifs dans les domaines de l’utilisation des terres et du transport. Il connaît sa plus grande réussite en matière de modification de plans officiels en 1972, lorsqu’il comparaît en tant qu’avocat conseil des compagnies de chemins de fer Canadien National et Canadien Pacifique et de leurs sociétés filiales devant la Commission des affaires municipales de l’Ontario, dans le cadre d’une audience contestée de six semaines qui aboutit à la modification du plan officiel pour toutes les terres à usage ferroviaire autour de la station Union (à Toronto), de la rue Yonge à la rue Bathurst (quelque 185 acres). Le nouveau plan prévoit un quartier très dense à vocation mixte combinant résidences et commerces, loisirs, hôtels, centres sportifs et autres, et intègre en particulier la construction de la tour CN. Ce plan officiel est à la base de plus de 43 ans de gigantesques développements sur ces terres qui valent, alors comme aujourd’hui, des milliards de dollars : il s’agit du plus grand changement de plan officiel de toute l’histoire du Canada. Le Lgén Rohmer est, par ailleurs, deux fois chancelier de l’Université de Windsor, poste qu’il occupe pendant 13 longues années. En 1978, le Lgén Rohmer négocie avec M. Conrad Black le don à l’université de sa liasse de documents de Duplessis en échange d’un doctorat honorifique. Le Lgén Rohmer est, de surcroît, membre fondateur du club Civitan de sa région (Don Mills), et il fait office de trésorier de l’organisation internationale, poste qui lui donne l’occasion de rencontrer le président américain Dwight D. Eisenhower pour lui présenter le prix du civisme international Civitan.
Le Lgén Rohmer vit actuellement à Collingwood, en Ontario, avec son épouse, Mary-O, et exerce le droit de l’aviation au cabinet torontois Rohmer & Fenn. Il est père de deux filles : Ann Rohmer, vedette de la télévision; et Catherine, avocate. Il est par ailleurs pilote breveté.

The Milton Fowler Gregg VC Memorial Trust Fund Bursary is offered annually to those students enrolled at the Royal Military College, Division of Graduate Studies and Research whose programmes will include environmental studies or international affairs. The student should not normally be in receipt of full Department of National Defence financial support for these studies. The bursary is sponsored by the Royal Canadian Regiment Trust, and is presented on the recommendation of the Faculty of the Division of Graduate Studies and Research. The recipient this year is:La bourse du fond commémoratif Milton Fowler Gregg, V.C. est offerte tous les ans aux étudiants inscrits à la division des études supérieures et de la recherche du Collège militaire royal et dont le programme comprend des études de l’environnement ou des affaires internationales. En règle générale, seuls ont droit à une telle bourse les étudiants qui ne reçoivent pas dans son intégrité l’aide financière du ministère de la Défense nationale. During his 45 years at the RMC of Canada in uniform and as a civilian, Dr. Ron Weir, chemical engineer and combat engineer, taught and mentored numerous undergraduate and graduate students. A two-time winner of the Class of 1965 Teaching Excellence Award, he could motivate students, stimulate their intellectual curiosity, ignite their desire to learn, and expand their thirst for knowledge. He successfully adapted his teaching methods to reach students from all backgrounds.The award is given in this spirit as recognition of teaching excellence in the Faculty of Engineering.
Au cours de sa carrière de 45 ans comme officier militaire et comme professeur civil au CMR du Canada, le professeur Ron Weir, Ph.D., ingénieur chimique et ingénieur de combat, a été un enseignant et un mentor pour plusieurs étudiants du premier cycle et étudiants des cycles supérieurs. Récipiendaire à deux reprises du Prix de la Classe de 1965 d’excellence dans l’enseignement, il pouvait motiver les étudiants, stimuler leur curiosité intellectuelle, enflammer leur désir d’apprendre et amplifier leur soif de savoir. Il savait adapter avec succès ses méthodes pédagogiques afin d’être accessible aux étudiants de tous les milieux.Dans cet esprit, ce prix est décerné en reconnaissance de l’excellence en enseignement dans la Faculté de génie.

Is presented to an officer of the Canadian Forces who displayed outstanding leadership, professionalism, perseverance and academic excellence in the pursuit of technical studies, following the completion of a graduate degree from the Department of Electrical and Computer Engineering of the Royal Military College of Canada. The award is given in memory of Colonel Geoff Parker, CD, MEng of the Royal Canadian Regiment who obtained a masters in Electrical Engineering from the Royal Military College of Canada and was tragically killed in action in Kabul, Afghanistan on 18 May 2010. This year’s recipient is:
Est décerné annuellement à un officier des Forces canadiennes qui s’est démarqué par son leadership exceptionnel, son professionnalisme, sa persévérance et sa réussite extraordinaire dans ses études lors de la poursuite d’études techniques, après avoir complété un diplôme d’études supérieures du département de génie électrique et de génie informatique du Collège militaire royal du Canada. Le prix est remis en mémoire du colonel Geoff Parker, CD, MEng du Royal Canadian Regiment qui a obtenu une maîtrise en génie électrique du Collège militaire royal du Canada et qui fut tragiquement tué au combat à Kaboul en Afghanistan le 18 mai 2010.
