Singapore Armed Forces Training Institute Comes to RMCC

This past Friday, the College hosted a delegation from the Singapore Armed Forces Training Institute (SAFTI). The delegation members came to familiarize themselves with the Canadian Defense Academy (CDA) and the Royal Military College of Canada. BGen Benedict Lim, SAFTI Commandant, took the salute from the Quarter Guard before signing the official College guestbook. BGen Lim, along with Col Lim Seng Hock, SAFTI Deputy Commandant, and Mr. Eddie Lim, Escort Delegate, were then given an orientation briefing on the College and a historical tour of the College grounds.

RMCC Hosts Distinguished Guests from Japanese Ministry of Defense

On 12 March 2013, we had the pleasure of hosting two distinguished guests from the National Institute for Defense Studies at the Ministry of Defense of Japan, Mr. Yasuaki Hashimoto and Mr. Keishi Ono who used the opportunity of their visit to offer us a lecture on Security Issues.

Le 6 mars, deux invités sont venus au CMRC pour discuter du stigma entourant la santé mentale autant dans le monde militaire que civil. Discutant d’une gamme variée de sujets, tels le syndrome post-commotion ou la dépression, sujets d’importance dans les FC, cette discussion ouverte était à la fois engageante et instructive. L’activité était ouverte à tous ceux qui y étaient intéressés, et faisait aussi partie du programme d’entraînement mensuel du GAP. Tous ceux qui y sont venus et qui y ont participé en sont sortis plus informés, et prêts à aider à rendre la santé mentale au Collège un sujet plus compris. Plusieurs points de discussion sont venus des invités, et le public était aussi encouragé à mentionner ses expériences et ses idées afin de réduire les stigmas au Collège. Nous aimerions remercier Mme Jane Bailey et M. Paul Peterson d’être venus nous parler. Finalement, rappelez-vous que « si vous vous cassez le bras ou que vous attrapez la grippe, vous irez voir un docteur, donc ceci devrait aussi s’appliquer avec la santé mentale ».
“Ignorance is Stigma:” Discussing the Impact of Stigma and Ways to Reduce it at RMC

On March 6, two guest speakers arrived at RMC to discuss the stigma surrounding mental health in both the military and civilian world. Discussing everything from post-concussion syndrome to depression, both very prominent issues in the CF, this open forum discussion was an engaging and eye-opening event. The meeting was open to all to attend, and was also a part of the Peer Assistance Group’s monthly training. All who came out to listen and participate left feeling more informed, and ready to help in making mental health in the College more understood. There were many points brought up from the speakers, and the audience was also encouraged to participate, bringing up their own experiences as well as ideas for reducing stigma at the college. Our thanks go out to Mrs. Jane Bailey and Mr. Paul Peterson for coming out to talk to us. And remember, “if you break a bone or get the flu, you see a doctor. The same should apply for mental health”.

Les Élofs Visitent avec le Premier Ministre à Ottawa / Cadets Visit with PM in Ottawa

Dans le contexte d’une initiative continue du département des Sciences Politiques visant à fournir un maximum d’opportunités d’apprentissage sur le terrain, le Dr Leuprecht a encore une fois organisé un voyage sur la colline Parlementaire à Ottawa pour les élèves de 3ème et 4ème année qui étudient en sciences politiques. Un des objectifs du voyage est de fournir une expérience rapprochée du fonctionnement des instances gouvernementales dans et avec lesquelles ils seront appelés à servir après l’obtention de leurs commissions.
La matinée se déroula dans les bureaux du conseil privé, une gracieuseté du directeur des opérations de la sécurité, Jean-Philippe Caron, un ancien du CMRC, qui est aussi l’hôte de 26173 l’Élof (IV) Emily Morgan qui sert actuellement comme stagiaire. Michael Kaduck du renseignement et un ancien du Collège, Lcol Mulawyshy de la branche des politiques de défense et d’affaires étrangères ont par la suite donnée un résumé compréhensif des fonctions exercées par le conseil privé. L’après-midi fut passé au Parlement. Tout d’abord le groupe fit la rencontre de Chris Alexander, le secrétaire parlementaire du ministre de la défense nationale et hôte du stagiaire 26132 Élof (III) Scott Marshall. Celui-ci fit part de ses expériences en Afghanistan en tant qu’officier au service étranger et expliqua le perspective de l’actuel gouvernement sur le rôle futur des Forces canadiennes.
Par la suite, la Sénatrice Jane Cordy de la Nouvelle Écosse donna une description des fonctions du Sénat. Après la période des questions pendant laquelle la présence du groupe du CMRC fut officiellement notée par le Président de la chambre des communes, l’Honorable Andrew Scheer. Par la suite, le Très Honorable Stephen Harper accorda quelques minutes au groupe pendant lesquelles la photo ci-dessous fut prise. Les élofs eurent aussi l’opportunité de discuter ouvertement avec le Ministre de la défense nationale, l’honorable Peter MacKay. Celui-ci les remercia pour leur service et les encouragea à assumer pleinement leurs futurs rôles en tant que leaders des Forces canadiennes. Les élofs ont, par la suite, passé un peu de temps avec le Général à la retraite et Sénateur Roméo Dallaire, lequel accueille actuellement 25577 l’Élof (IV) Pascal Poulin comme stagiaire. Après-cela, M. Hsu, le député pour Kingston et les îles ainsi que M. Jack Harris, le porte-parole de l’opposition à la défense nationale et, M. Matthew Kellway, porte-parole du NPD aux acquisitions s’entretinrent avec le groupe; le tout fut suivi par un repas au restaurant Parlementaire avec Mme Christine Moore, ancienne membre des FC et porte-parole adjointe à la défense de l’opposition officielle.
Le niveau d’accès supérieur et l’accueil chaleureux fourni aux membres du CMRC par les fonctionnaires et membres de tous les partis politiques contribuent non seulement à faire de la visite annuelle à Ottawa une expérience d’apprentissage inégalée pour nos futurs officiers mais, en paraphrasant nombre des interlocuteurs du groupe, la visite renforce la réputation du CMRC en tant que qu’institution de qualité exceptionnelle au niveau national.
As part of the Department of Political Science’s long-standing and ongoing commitment to maximize opportunities for “kinetic learning”, on 27 February 2013 faculty member Dr. Leuprecht again this year organized a trip to Ottawa’s parliamentary precinct for Third- and Fourth-year Cadets majoring in political science. One of the objectives of this trip is for Cadets to experience first hand the Canadian governmental process in which they will be operating and serving upon being commissioned.
The morning was spend at the Privy Council Office (PCO) where it was hosted courtesy of the Executive Director of Security Operations, ex-cadet LCol (ret’d) Jean-Philippe Caron who is also currently hosting 26173 OCdt (III) Emily Morgan as an intern. Michael Kaduck from the Intelligence Assessment Branch and ex-cadet LCol Mulawyshy from the Foreign and Defence Policy branch walked the Cadets and staff through the administrative and challenge functions the PCO performs. The afternoon was spent on Parliament Hill. Parliamentary Secretary to the Minister of National Defence Chris Alexander – who is hosting 26132 OCdt (III) Scott Marshall as an intern — shared his past experience in Afghanistan as a Foreign Service Officer and discussed the government’s perspective on the future role of the CF.
The group then had a tour courtesy of Senator Jane Cordy of Nova Scotia who then explained the Senate’s purpose and function. After Question Period – where the RMCC group was officially recognized by the Speaker, the Honourable Andrew Scheer — the Prime Minister of Canada, the Right Honourable Stephen Harper, took time out with the Cadets and staff. Cadets also had the opportunity for frank discussion with the Minister of National Defence. The Honourable Peter MacKay thanked them for their service and encouraged them in their leadership role as members of the Canadian Forces. Cadets also had the opportunity to spend time with Gen (ret’d) Senator Roméo Dallaire – where 25577 OCdt (IV) Pascal Poulin is on internship this term — local Member of Parliament for Kingston and the Islands, Dr. Ted Hsu, opposition critics for National Defence and Military Procurement Jack Harris and former Kingston native Matthew Kellway, followed by dinner in the parliamentary restaurant with the opposition’s deputy critic for National Defence and former CF member Christine Moore.
The unparalleled access and warm welcome the group receives annually from senior civil servants and politicians from all political stripes across the country and both official language groups makes not only for an exceptional learning opportunity for future officers but – in the explicit words of each of our aforementioned interlocutors — also reinforces the appreciation, respect and standing of RMCC’s distinct mission in educating and preparing an exceptional cadre of leaders and citizens for national service.

Colour Party Represents College at Frontenacs Game

On the first weekend of March, the Kingston Military Family Resource Centre hosted the annual Kingston Frotenacs hockey game in honour of military appreciation weekend. This event began last year when John Price, an active supporter of the KMFRC, put on the Military Appreciation Day at the Kingston Frontenacs hockey game to help raise awareness and funds for the KMFRC. There were donations of auction items for a fall Fashion Show and Silent Auction Fundraiser, new hockey sweaters for the Logistics Support Squadron “Ice Dogs”, as well as a $3000 cash donation last year.
This year, the Royal Military College of Canada was asked to participate by providing a Flag Party for the presentation of the colours during the beginning of the game. The RMCC Flag Party consisted of party commander 25594 OCdt (IV) Marina Lowthian, and 26510 OCdt (II) Nathan Cave, 26032 OCdt (III) Kyle Reed, 25752 OCdt (IV) Christopher Lane, 26050 OCdt (III) Chawki Bensalem, 25819 OCdt (IV) Yanga Zhu and 26348 OCdt (II) Zhi Zhen. The RMCC flag party performed well and did an exceptional job of representing the College. Mr. Price is hoping to keep this event going in the years to come. He is hoping that next year, he will be able to move it to Military Family Weekend in February and to advertise the game more, in order to gain more support from the public as well as the military families involved.

WiDS Breakfast and a visit at the Parliament : a great opportunity for OCdts / Le déjeuner FeDS et une visite au Parlement : une chance sans pareil pour un groupe d’Élofs

On March 8th , in honour of International Women’s Day, OCdts 25849 (IV) Andrew Chapman, 25798 (IV) Shona Couturier, 26091 (II) Alexia Croizer, 26255 (II) Kevin Morgan, 25813 (IV) Fanie Simard, 25700 (IV) Alexander Neschov, and 25596 (IV) Alida Stockermans, accompanied by Dr. Stephanie Belanger and War Studies PhD Candidate Krystel Carrier, attended the Women in Defence and Security (WiDS) Memorial Scholarships Award Breakfast. WiDS is a “volunteer organization with a primary goal of furthering the advancement of women leaders in defence and security professions.” For the last three years WiDS has granted a scholarship to women in the defence world who are pursuing post-graduate studies. The scholarship is awarded in remembrance of a woman who died serving Canada. Past Honourees include Captain Nichola Goddard and Gunner Arielle Keyes-Oliver. This year’s scholarship was awarded in remembrance of Trooper Karine Blais who was killed in action in Afghanistan in April 2009. The winners of this year’s scholarship are Lt Francesca Ferguson and Lt Heidi Dewald.
For the Cadets in attendance the experience was truly remarkable. The breakfast took place at the Chateau Laurier in downtown Ottawa, and was attended by notable women and men in the defence community, including the keynote speaker for the breakfast, the Minster of National Defence, The Honourable Peter MacKay. Cadets were able to meet and speak with many of the distinguished guests, and share their experiences at RMCC and their hopes for their upcoming postings or summer training. The breakfast provided Cadets with the opportunity to see the defence community at work, and see how RMCC fits into it.
In honour of Women’s day, and as per the mandate of WiDs, several prominent women in defence were present. We were able to hear of these women’s accomplishments and achievements. As a female Cadet, it was inspiring and motivational to see and hear from theses strong and successful women. They all set a positive example of women in defence, and they are role models for all women and men serving. It was an honour to be able to attend the WiDS breakfast. I would like to thank WiDS and its sponsors for inviting us Cadets to attend the event, and would encourage further participation of Cadets with WiDS functions and activities.
Suite au déjeuner auquel nous devions assister, le Ministre de la Défense Peter MacKay nous a généreusement offert d’assister à la période de questions de la Chambre des communes. Nous étions un petit groupe, et il ne nous a pas été très difficile de s’organiser pour pouvoir y assister. Avant de s’y rendre, et comme plusieurs d’entre nous n’avaient jamais mis les pieds au Parlement, nous sommes allés visiter quelques endroits dans le bâtiment, notamment la bibliothèque, qui a fait une grande impression.
Une fois la période de questions commencée, la majorité d’entre nous ont été surpris de la dynamique qui s’installe entre les différents ministres, ainsi que par la façon dont ils interagissent et dont la période de question se déroule. Avoir la chance d’être témoin du déroulement de la période de questions a été une expérience nouvelle pour la majorité des membres de notre petit groupe. Il est certain que voir comment fonctionne l’un des organes du gouvernement est intéressant et éclairant, et que de telles expériences permettent de mettre en lumière le système dans lequel les décisions concernant les Canadiens et les Canadiennes sont prises.
Après cette visite impromptue, quoique très appréciée, nous fûmes reçus de façon totalement inattendue dans le bureau de monsieur Peter Mackay. Il prit le temps de nous poser à chacun quelques questions à propos de notre expérience dans les Forces canadiennes, et plus particulièrement à propos du CMRC. Il s’enquit de nos projets à tous et à toutes, de nos ambitions, de nos plans de carrière. Son intérêt paraissait authentique, et chacun des membres de notre groupe fut flatté de l’attention et de l’honneur qu’il nous faisait.
Somme toute, la journée passée à Ottawa fut une expérience enrichissante et remarquable. Le déjeuner était une façon pertinente et intéressante de célébrer la journée de la femme, et la visite au Parlement permit aux Élofs d’acquérir un peu plus de connaissances sur la dynamique instituée dans les différents mécanismes du gouvernement. L’activité s’avéra être un moyen pour eux de se développer personnellement et professionnellement.
