• 4738 Mr Louis J Tremblay (CMR RMC 1960) is currently president of L.J. Tremblay & Associates Limited, a firm of mechanical and electrical consulting engineers in Cornwall, Ontario. He is also director of VIA Rail Canada Inc., director of Cordel Developments Corporation Limited and director of Capital Cornwall Developments Inc.  He  received his Masters in Business Administration from Queen’s University in 1965. He has held many positions including production manager for Ontario Steel Products Limited and principal at the Cornwall Campus of St. Lawrence College.

• 6543 Mr Ronald AS Jackson (RMC 1965) joined Sussex Circle in Ottawa as a principal in 2000 and became a partner in 2001. Sussex Circle provides advice on strategy, policy, organization and finance to senior clients in government, business and the voluntary sector. He graduated from the Royal Military College in 1965 with a degree in Chemical Engineering. He began his career in the Canadian Forces with the Aerospace Engineering Test Establishment at Cold Lake, Alberta. Leaving the Canadian Forces in 1968, he joined Genesco Incorporated at its head office in Nashville, Tennessee, followed by a posting to the company’s Canadian operation in Kitchener, Ontario. He joined the Public Service in 1972 and assumed increasing responsibility in Statistics Canada and Transport Canada. In 1984, he was appointed the Executive Director of Transport Canada’s Program Control Board. He occupied this position until 1988, when he assumed the responsibilities of Assistant Deputy Minister, Review. In 1991, was appointed to the position of Assistant Deputy Minister, Finance and Administration. In 1992 he joined the Privy Council Office in the position of Assistant Secretary to the Cabinet (Senior Personnel Management). In 1995, he returned to Transport Canada, as Assistant Deputy Minister, Aviation. With the privatization of the air navigation system in 1996, Mr. Jackson took up the duties of Assistant Deputy Minister, Safety and Security. He continued in this role until he retired from the Public Service in 2000.

Spruston (RMC 1966) has been Director General of the International Business Aviation Council (IBAC) since 1999, which is responsible for representing the business aviation community worldwide. He held numerous positions in the field of aviation, including managing partner of Canadian Aviation Safety Associates. He spent 6 ½ years as Director General of Civil Aviation in Canada. He was Director General of Aircraft Services where he managed a flight department of over 90 aircraft. He was the Regional Director of Air Navigation in Transport Canada’s Pacific Region. He holds a Bachelor of Sciences degree from the Royal Military College of Canada. He has an Airline Transport Pilot Licence and has flown in various roles, such as worldwide cargo operations and VIP transport flying, filling various roles such as lead aircraft commander, operations officer and training officer. From 1986 – 1998 he worked as Civil Aviation Inspector (CAI) at the CASB/TSB as a Flight Recorder Specialist (CAI-03) initially and then as the Superintendent Operations (CAI-04) and finally as the Chief Operations Air (CAI-05). From 1998- 2000 he was Civil Aviation Inspector at Transport Canada in Airline Operational Standards. • 7477 Captain (Ret’d) Marcel JY Martineau (CMR RMC 1968) is the Director – Airline Operations & Operational Efficiency of Applied Aeronautical Systems Inc. (AASI) in Montreal. He received a B.Eng.in mechanical engineering from the Royal Military College of Canada. He flew as an airline pilot from 1973 until his retirement at the end of 2004, retiring with the position of Captain on the Airbus 330/340. • 7619 Captain (Ret’d) Mark JM Duncan (CMR RMC 1968) is Regional Director General: Pacific Region, Transport Canada. He is responsible for federal regulatory functions of the Air, Marine and Surface modes of transportation in British Columbia. From 1987 to 1995, he was responsible for the operation of 26 airports in BC and the transfer of these airports to local entities. Mr. Duncan was born in Victoria and grew up in the Interior of BC. He attended Military College and flew for 6 years with the Canadian Armed Forces. With a degree in mechanical engineering from the Royal Military College, he also has a Masters in Public Administration from Carleton. • 9473 Dr. Dale Carl (CMR RMC 1973) started his career as a naval officer after attending College Militaire Royal in St. Jean, Quebec and Royal Military College in Kingston. He traveled to several countries, which sparked his interest in international events. He also worked onboard the Royal Yacht Britannia for Her Majesty Queen Elizabeth, and then he served as the aide-de-camp to two Governors General of Canada. Dale took his MBA in international business at Queen’s University and then joined the Canadian Trade Commissioner Service as a diplomat. His foreign postings included Islamabad, Oslo, Houston, and Baghdad, where he was in charge of the Canadian embassy when Saddam Hussein invaded Kuwait. Dale won the Public Service Award of Excellence for his work in Iraq during the crisis. Dale set up the Canadian Trade Centre in Dubai, UAE and stayed on in Dubai as the Director of International Marketing for a multinational firm, responsible for the Middle East and East African markets. He soon established a reputation for being in the wrong spots whenever a newwar broke out, adding Yemen and Somalia to his record. After spending a year teaching international business and strategy at Queen’s University, he went to the University of Calgary to take his Ph.D. in International Business and Strategy. His dissertation was concerned with cross-cultural factors that affect corporate leadership. While at the U of C, he also taught both undergrad and MBA courses. The marketing area in the Ryerson School of Business Management hired him in August 2000, where his teaching is primarily in international marketing, while his research focus is on leadership. The bulk of the project work performed is for the cable television and telephone industry in Western Canada. Overseas work has involved the design proposal of private broadcast facilities for Malaysia, technical license applications for Taiwan, and MMDS work throughout South America. He is a member of the Association of Professional Engineers and Geoscientists of B.C. and his publications have been published in the Technical Proceedings of the CCTA. • 10613 Major (Ret’d) Kevin M Psutka (RMC 1975) joined the staff of the Canadian Owners and Pilots Association as its executive vice-president in September 1996. He was subsequently promoted to president and chief executive officer. Kevin’s aviation career began when he learned to fly as an air cadet. He joined the military and studied engineering at Royal Military College while training as an air navigator. He flew on CF-101 Voodoos until re-entering civilian life in 1981. He then obtained a Master’s degree in Business Administration and subsequently held aviation-related positions at Canadian Marconi, Transport Canada MBB Helicopter and Andrew Antenna. During this time, he flew private aircraft extensively for business travel. Just prior to coming to COPA, Kevin was the general manager as well as manager of the Technical and Air safety Division at the Canadian Air Line Pilots Association. In 1984, Kevin joined the Canadian Forces Air Reserve, where he was employed as a pilot and amassed 1,800 hours flying helicopters. In all, Kevin has over 4,000 hours experience in fixed-wing and rotary-wing aircraft, is instrument rated and commercially licensed. Besides his responsibilities for managing COPA’s affairs, Kevin represents members interests to the government. He holds the position of secretary on the Nav Canada Advisory Committee. Adriatic LNG is building the world’s first offshore gravity based LNG receiving and re-gasification Terminal in the northern Adriatic Sea. Adriatic LNG is owned by affiliates of ExxonMobil (45%), Qatar Terminals Ltd (45%) and Edison SpA (10%). Scott is a Chemical Engineering graduate of Canada’s Royal Military College. He has 30 years of varied upstream petroleum industry experience with assignments in Canada, Indonesia, the US, Qatar and Italy. The last 16 years have been focused on international operations and the LNG business, including eight years in Indonesia with responsibility for LNG production and technology, and four years in Qatar developing gas production, shipping, and terminal projects. Robin came to Transport Canada after 13 years in the military. In the Directorate of Technical Airworthiness her primary responsibility was the project management of the Department of National Defence (DND) certification of the Canadian SAR Helicopter, the Cormorant. Previous tours include two years as a rotary wing Flight Test Engineer at the Aerospace Engineering and Test Establishment in Cold Lake, AB, a year on course at the United States Naval Test Pilot School in Patuxent River, MD, and four years as a maintenance officer for a fleet of 25 CF-5 aircraft at 419 Squadron, also in Cold Lake. • 19106 Major Daryl J Collins 1989 (CMR 1994) is a Search and Rescue helicopter pilot with the Canadian Forces. He joined the military in 1989 (ROTP), graduating from the Royal Military College in St-Jean, Quebec. After getting his wings in 1995, he spent the first three years of his helicopter life as a CH-146 Griffon pilot stationed in Goose Bay, Labrador. In the summer of 1998, he began flying the H-46 Labrador helicopter stationed in Greenwood, Nova Scotia. Then in the summer of 2002 he was transferred to Central Flying School (CFS) in Winnipeg, Manitoba where he head up the Human Performance in Military Aviation (HPMA) Flight. He has accumulated about 2300 hours so far and he also currently holds a civilian ATPL-H license and instrument rating.
