3826 Dr. Donald Coulter (RRMC RMC ’57) served in the Royal Canadian Navy as an Engineering Officer from 1953 to 1968. Coulter graduated from the Engineering program at the Royal Military College of Canada in 1957. He also received a BASc in Engineering from
University of British Columbia and a Masters in Engineering from Royal Military College of Canada. Dr. Coulter was awarded a Ph.D. in Mechanical Engineering from the University of Calgary in 1970. As part of his military training, he studied Marine Engineering Sub-
Speciality at the Royal Naval Engineering College in Plymouth, U.K. He was awarded the Canadian Forces Decoration in 1965. Professor Coulter is a Mechanical Engineer who taught at the Royal Military College of Canada 1970 through 2004. From 1987 to 1988, he was an Exchange Lecturer in Guided Weapons propulsion at the Royal Military College of Science in Shrivenham, U.K. He is a member of the
international advisory board of the Center for Advanced MilitaryScience (CAMS).
5832 Daniel O’Neill (RMC ’63) is Chief Executive Officer of the Western Canada Energy Ltd. in Calgary. He obtained a Bachelor of Engineering degree from the Royal Military College and served for three years in the Royal Canadian Air Force before commencing his career in the energy industry. Mr. O’Neill has over 38 years experience in engineering, operations, and management of the upstream oil and gas industry. He has formerly held the positions of Vice-President, Operations with Excel Energy Inc. traded on the Toronto
Stock Exchange and President and Director with Barra Resources Ltd. traded on the TSX Venture Exchange.
6907 Bill Fenrick (RMC ’66) was a Senior Legal Adviser in the Office of the Prosecutor (OTP) of the International Criminal Tribunal for the Former Yugoslavia (ICTY) from 1994 until the end of 2004. He was the head of the Legal Advisory Section and the Senior Adviser on Law of War Matters. At the ICTY, he has
provided international law advice to the OTP and argued at the trial and appeal levels, particularly on matters related to conflict classification, command responsibility, and crimes committed in combat. He was also the main author of the Report to the Prosecutor on the 1999 NATO Bombing Campaign against Yugoslavia. Immediately prior to coming to the ICTY he was a member of the Security Council Resolution 780 Commission of Experts investigating war crimes allegations in the former Yugoslavia and, as such, he was responsible for legal matters and for on-site investigations. He was a military lawyer in the Canadian Forces from 1974 to 1994, specializing in law of war and operational law matters. He has published widely on law of war matters. He is a graduate of the Royal Military College of Canada (BA (Hons Hist) 1966), Carleton University (MA (Cdn Studies) 1968), Dalhousie University (LLB 1973), and George Washington University (LLM 1983). At present he is living in Halifax, Canada where he is teaching international criminal law and international humanitarian law at Dalhousie Law School.
8868 Bob Shuter (RMC ’71) is Director International Operations at Transport Canada (ADD). Bob is the Canadian member of the ICAO Committee on Aviation Environmental Protection (CAEP). He is responsible for providing strategic guidance and direction for the Canadian input to international safety and environmental protection policies and programs. His is also responsible for Foreign Airline Inspection, IM/IT support to Civil Aviation, liaison with ICAO, and providing aviation safety support to developing states. Bob has a degree in Engineering from the Royal Military College of Canada. He is a commercial pilot with a multi-engine instrument rating.
9805 Dwayne Lucas (RRMC RMC ’73) has been Vice President and General Manager, Products and Engineering at Cascade Aerospace in Abbotsford, B.C. since Novermber 2006. Cascade Aerospace provides fleet management, heavy maintenance, repair, overhaul and modification services for commercial and military transport aircraft. Lucas’ arrival at Cascade follows a distinguished 36 year career with the Canadian Department of National Defence (DND) where, after a number of field operations positions, he served as Deputy Chief of Staff Support and Fighter Force Redesign Leader, Air Force Staff – Director of Material Program Development, Director of Aerospace Equipment Management (Fighters and Trainers), Chief of Staff Support for 1 Canadian Air Division, and as Director General of Aerospace Equipment Program Management until retirement in 2005. Mr. Lucas has a Master of Science degree in Aerospace Design and a Bachelor degree in Mechanical Engineering.

In CGI, he formed, developed and now leads a multi-disciplinary team of professionals who are experienced and trained in the domain of Enterprise Architecture, with particular strengths in the government, defense and public safety sectors. Prior to joining CGI, Mr. Weisman spent 28 years in the federal government (defense department) engaged in business, as well as IM/IT planning and implementation at the strategic, operational and tactical levels. He is currently the Director of Business Development for Emerging Energy Technologies at Kinectrics Inc. in Toronto, Canada. His areas of experience include, distributed generation, energy policy and strategies, renewable energy, and emerging energy equipment. Ivor has also undertaken energy technology assessments, competitive intelligence benchmarking, strategic planning, and energy performance contracting. His international experience has included projects in China, Korea, Romania and South America. He graduated from the Royal Military College of Canada, in Chemical Engineering specialization in fuels, materials and energy systems. He is also an MBA graduate from Queen’s University specializing in industrial marketing and business strategy. In 2002, he contributed professionally to the development of Canada’s national fuel cell roadmap. He is a registered Professional Engineer in the Province of Ontario, and a member of Canada’s National Energy Roundtable Working Group.
M0086 Col. Dorothy Cooper (née Paquette) (CMR ’84) was promoted to her current rank effective 1 September 2000. Effective 15 January 2001, Col Cooper assumed the position of Canadian Forces Provost Marshal. In August 2006, she was appointed Director Training and Education Policy at NDHQ. She was accepted into the University Training Program and graduated from the Collège Militaire Royale (CMR), St. Jean, Quebec with a Baccalaureate in Administration. Notably, Colonel Cooper was the first female graduate at CMR and received the academic prizes for her Baccalaureate. As a Security Officer, initial employment opportunities included: 5 Military Police Platoon, Valcartier, Quebec; Base Security Officer at CFB Cornwallis, Nova Scotia; Security Platoon Commander at the Canadian Forces School of Intelligence Borden, Ontario; and Base Security Officer at the Combat Training Centre, Gagetown, New Brunswick. Promoted to Major, she was transferred to Air Command Headquarters, Winnipeg, Manitoba. From 1991 to 1995, Colonel Cooper held the Senior Staff Officer Police, Senior Staff Operations, and Security Staff Officer Information Technology Security appointments. In 1995, Colonel Cooper was transferred to National Defence Headquarters and assigned to the Management Command and Control Reengineering Team, known as Operation
Thunderbird. In 1996, Colonel Cooper continued as the Team Leader tabling the final report and was also appointed Deputy Provost Marshal (DPM) Resource Management. From 1997-1998, Colonel Cooper attended the Canadian Forces Command and Staff College, Toronto, Ontario. She was promoted to Lieutenant-Colonel, and returned to the office of the CFPM in the positions of DPM Plans and Coordination and DPM Police. From November 1999 to May 2000, Colonel Cooper served as the SFOR Provost Marshal and Chief Force Protection Officer for the multinational NATO mission in Bosnia-Herzegovina. From January 2001 – June 2005, Colonel Cooper lead the Military Police as the Canadian Forces Provost Marshal and Commanding Officer of the National Investigation Service. Following completion of the National Security Studies Program in 2006, Colonel Cooper held the position of the Director Training Education and Policy, and is currently the Director Military Personnel Strategy and Coodination and concurrently the Director Military Personnel Policy.
14493 Col Paul Rutherford (RMC ’85) assumed the appointment of Director Army Doctrine in August 2007. He joined the Canadian Armed Forces on 1 June 1980 and attended the Royal Military College of Canada in Kingston graduating in 1985 with a Bachelor of Science degree. He served in various command and staff appointments. He is a graduate of the Canadian Land Force Command and Staff College in 1992 and the Canadian Forces Staff College in 2000. Interests include fitness and sport, family activities, and walking his black lab.
16211 Andrew Chester (CMR RMC ’88) has been Vice President of the Global Intelligence Services (GIS) business unit at iJET Intelligent Risk Systems, an Annapolis, Md.-based provider of global intelligence, operating risk management technology and emergency response services to government and corporations. He worked for the Canadian naval intelligence for two decades, pioneering the application of open source information to solve intelligence problems. While serving with the UN Transitional Authority in Cambodia, he created and managed an overt intelligence unit to support UN operations throughout Cambodia’s river network and coastal areas. Chester was also the principal architect of the Canadian Maritime Network, a command and control system that coordinated all Canadian federal maritime surveillance efforts. In 1998, Chester developed and directed the OSINT Initiative for NATO’s Strategic Allied Command Atlantic, leading the integration of commercial information sources with classified intelligence. He authored several prominent monographs on analytic techniques and international trade including “Intelligence Exploitation of the Internet.” He is the co-author of “The NATO Open Source Intelligence Handbook.” Chester is a graduate of the Royal Military College of Canada (BA 1988) and the U.S. Naval War College. He earned a Master’s degree from the Norman Patterson School of International Affairs at Carleton University (1989) and he holds a J.D. from the College of William & Mary School

16999 David Preikshot (RRMC RMC ’89) David Preikshot is currently a doctoral candidate at the University of British Columbia (UBC) Fisheries Centre considering the influence of area scale, climate and trophic dynamics upon North Pacific oceanic ecosystem models. Dave is amazed he has not been run out of the Fisheries Centre on a rail and can be found haunting the halls often Friday around beer time. He served as an officer in the Canadian Navy from 1985 to 1991, where he developed a nasty habit of saying “ARRRRR” a lot. He received a BA in political science andhistory from the Royal Military College in 1989. Dave was posted to both destroyers and minesweepers, while stationed in Victoria BC from 1989 to 1991. While on board Her Majesty’s Canadian Ships Dave was never responsible for the accidental destruction of any expensive gear and was thus considered a prodigy. He left the navy in 1991 (due to the end of the cold war and everyone packing up and going home). He completed a BSc in oceanography and biology at the UBC Fisheries Centre examining the energetics of sockeye salmon returning to the tributaries of the Fraser River. Dave’s MSc thesis at the UBC Fisheries Centre addressed rapid assessment of small-scale tropical fisheries by comparing scores of biological attributes with those from social sciences using multivariate statistics.

17793 Commander (Bob) Auchterlonie (RMC ’91) entered the Canadian Forces in 1987 as an ROTP cadet and graduated from the Royal Military College of Canada in 1991 with a BA in Economics and Commerce and as Captain of the Varsity Hockey Team. He was promoted to his current rank and joined the Atlantic Fleet as Executive Officer of HMCS PRESERVER in May 2005 where he has served until assuming Command of HMCS FREDERICTON in June 2007. Cdr Auchterlonie is a graduate of the Canadian Forces Command and Staff College and has completed a Masters Degree in Defence Studies (MDS) at the Royal Military College of Canada. He is married to Tammy Goodwin of Lower Sackville, NS and they have two young boys, Michael and Fraser. Cdr Auchterlonie spends most of his free time with his family at the arena, on the golf course or on his other boat on the other coast.
20714 Steven Boychyn (RMC ’97) has been an Engineering Manager (since 2005) and a supplier engineer (since 1997) at Celestica Canada, since 2005 working in the Electrical/ Electronic Manufacturing industry. His specialties are business process mapping, design and system integration. He earned a B.Eng, Mobile and Satellite Communications at the Royal Military College of Canada 1993 – 1997. He was in 3 Squadron, G flight, then moved up to base with 11 Squadron. He was in Rugby (1st Year), Gymnastics Display Team (1st and 2nd Year) Intramurals, Pistol Team, and Stage Band.
22453 Captain Kyle Thebault (RMC ’02) is working on the Project Management Office for the Military Automated Air Traffic System (MAATS), for the provision of automated Automated Air Traffic System equipment. He was an Aerospace Controller at 14 Wing Greenwood, Air Traffic Control. He has been in the DND/CF for eight years. His younger brother 23686 Ryan graduated in ’07 and baby brother 24063 David will be graduating this year.
