Carrière. Mon service dans les Forces armées canadiennes s’est limité aux quelque quatre années obligatoires. J’en ai passé une à la Station Radar de Holberg en C-B, deux au centre de Recherche et développement pour la défense Canada de Valcartier et une à la base d’aviation de Shearwater. J’ai joint le ministère de la Défense comme civil dans les centres de recherche pour la défense. J’ai été chercheur à celui d’Ottawa, directeur général de celui de Valcartier, directeur général des opérations des centres de recherche au QG à Ottawa. J’ai pris ma retraite du ministère pour joindre le Centre de recherche d’Hydro-Québec (IREQ à Varennes) comme directeur général. Par la suite j’ai été employé comme PDG de groupements de recherche en aérospatiale, et plus récemment comme conseiller à la Super Grappe en intelligence artificielle Scale AI. Je fais aussi de la consultation pour différents ministères et entreprises privées dans le domaine de l’innovation.

Implication. Tout comme mes collègues sur l’exécutif, je me suis porté volontaire pour présider le Chapitre Québec dans le but de redonner à une institution et à une communauté ayant exercé une influence profonde dans ma vie. Les gradués des CMR forment une communauté de gens qui ont vécu une expérience humaine de formation très particulière, voire une carrière, et qui est demeurée tissée serrée.

Territoire. Il y a deux chapitres au Québec : celui de Fort Saint-Jean et celui de Québec. Fort Saint-Jean couvre tout le sud du Québec, jusqu’à Trois-Rivières. Québec couvre le reste. Et nous avons bien l’intention d’être présent partout sur notre territoire.

Programme. En continuité de ce qui s’est fait dans le passé, nous avons défini un programme à deux dimensions : socialiser et redonner. Plus spécifiquement, nous prévoyons, en autant que la situation sanitaire le permette:
a. Une rencontre à caractère social à Québec. Nous visons une activité (exemple une visite) suivie d’un souper, généralement en janvier. Cette rencontre doit être remise à 2023 en raison de la pandémie.
b. Une rencontre à caractère social hors région de Québec. Cette année, nous visons la région du Saguenay et de la même façon, nous souhaitons une activité (exemple une visite) suivie d’un souper. Pandémie oblige, cette première activité en région devrait se tenir à l’automne 2022.
c. Des lunchs sur une base quasi mensuelle.
d. Participation à des activités à caractère militaire. Cette année nous visons les rencontres de l’Institut militaire de Québec et un colloque sur la sécurité et la défense à l’Université Laval en février.
e. Initiative ‘recrutement’. Nous sommes à étudier la façon dont nous pourrions aider à l’attraction d’étudiants de calibre pour les CMR.
À la base, nous souhaitons ouvrir toutes nos activités à la grande famille de l’Association des anciens et des anciennes des collèges militaires royaux du Canada. Il faut trouver un moyen efficace de publiciser nos événements afin d’accueillir à bras ouverts tous ceux qui souhaitent participer.

Nous sommes très heureux de faire partie de cette belle association et de pouvoir échanger avec les présidents des autres chapitres à travers le Canada. Tout conseil pour améliorer ce que nous faisons à Québec est le bienvenu et nous vous en remercions d’avance.

Career. My service in the Canadian Armed Forces was limited to the mandatory four years.  I spent one at the Holberg Radar Station in B.C., two at the Defence Research and Development Canada (DRDC) centre in Valcartier and one at the Shearwater Air Force Base.  I then joined the DRDC as a civilian.  I have been a researcher at the Ottawa Centre, Director General of the Valcartier Centre, and DG of Operations at DRDC HQ in Ottawa.  I retired from the Department to join the Hydro-Québec Research Centre (IREQ in Varennes) as Director General.  Subsequently, I was employed as CEO of aerospace research groups, and more recently as an advisor to Scale AI, the Canadian Artificial Intelligence Super Cluster.  I also consult for various ministries and private companies in the field of innovation.

Involvement. Like my colleagues on the executive, I volunteered to chair the Quebec Chapter in order to give back to an institution and community that has had a profound influence in my life. RMC graduates form a community of people who have had a very special human training experience, even a career, and who has remained tightly connected.

Territory. There are two Chapters in Quebec: Fort Saint-Jean and Québec.  Fort Saint-Jean covers all southern Quebec, up to Trois-Rivières. Quebec covers the rest.  And we intend to be present everywhere in our territory.

Program. In continuity with what has been done in the past, we have defined a two-dimensional program: to socialize and to give back.  More specifically, we plan the following, as far as the pandemic situation allows:

1. 1. A social gathering in Quebec City. We aim for an activity (e.g., a visit) followed by a dinner, usually in January.  This activity must be postponed to 2023 due to the pandemic.
   2. A social meeting outside the Quebec City region. This year, we are targeting the Saguenay region and in the same way, we plan an activity (e.g., a visit) followed by a dinner.  Pandemic obliges, this first regional activity should be held in the fall of 2022.
   3. Lunches on an almost monthly basis.
   4. Participation in activities of a military nature. This year we are aiming for the conferences of the Institut militaire de Québec, and a symposium on defence and security at Université Laval, in February.
   5. Recruitment initiative. We are studying how we could help attract students of calibre to RMC.

At its core, we want to open all our activities to the great family of the Royal Military Colleges of Canada Alumni Association.  We need to find an effective way to publicize our events to welcome with open arms all those who wish to participate.

We are very happy to be part of this beautiful association and to be able to exchange with the presidents of the other chapters across Canada. Any advice to improve what we do in Quebec City is welcome and we thank you in advance.
