The Canadian Forces College (CFC) is set to launch a new blended learning model for its Joint Command and Staff Programme (JCSP), modernising the institution’s approach to professional military education while maintaining its longstanding commitment to developing senior leadership within the Canadian Armed Forces.

Scheduled to welcome its first intake in August 2026, the Joint Command and Staff Programme – Blended Learning (JCSP BL) replaces the existing distance learning model with a flexible, technology-enabled format that combines online instruction with short in‑person residency periods. Like its predecessor, the two‑year, part‑time programme is designed to prepare selected senior officers for command and staff appointments in complex operational environments.

The new programme follows an extensive review of the distance learning model and places increased emphasis on interactive learning and sustained engagement with faculty and subject matter experts. Participants can expect more synchronous sessions, increased contact time, and improved learning outcomes, particularly in the areas of critical thinking, problem‑solving, and professional communication.

The first year of the JCSP BL will include two two‑week residency periods — one at the beginning and one at the end of the academic year — complemented by weekly virtual sessions. The second year will be fully online and will closely mirror elements of the current residential curriculum. Students should anticipate committing approximately 12 to 15 hours per week to their studies.

Units and formations across the Canadian Armed Forces will be expected to support selected candidates by protecting study time and facilitating attendance during residency periods, underscoring the programme’s importance to professional development and institutional leadership readiness.

A key feature of the initiative is its academic accreditation. The programme meets Ontario’s graduate‑level requirements and, through a partnership with the Royal Military College of Canada (RMC), offers participants the opportunity to earn a graduate degree concurrently with their JCSP qualification.

Participants will select one of three study streams: a Joint Reserve Command and Staff Programme (JRCSP) stream; a Professional Military Education (PME) stream for Regular Force members, international students, and select Reserve Force officers; or a combined PME‑academic stream linked directly to a graduate degree. While the JRCSP stream was designed with Reserve Force members in mind, Reserve personnel are also eligible for the remaining streams.
